The last two words of my title raise two questions: What kind of 'inquiry' am I proposing to discuss? And what is the significance of the word 'public'? The answer to the second question will emerge only towards the end of this article. But in answer to the first, I will start by identifying two kinds of inquiry which I shall not consider.
